Building Tech Careers in Rural Communities: How WORC is Opening Doors in Portsmouth

In today’s economy, access to high-quality, high-wage career pathways shouldn’t depend on where you live. Yet for many rural communities, breaking into the tech industry can feel out of reach.

That’s exactly what the Center for Rural Innovation’s WORC (Workforce Opportunity for Rural Communities) Tech Workforce Program is working to change.

With a new cohort launching April 6, the program is bringing free, industry-recognized training in cybersecurity and networking directly to communities along with paid internships, career coaching, and long-term support. Portsmouth applicants may include those from the surrounding county.

A Pathway into Tech and No Experience Required

The WORC program is designed to meet people where they are. Whether you’re just starting out or looking to pivot careers, participants can gain:

·         Training through Cisco in Cybersecurity or Networking

·         Preparation for CompTIA certifications

·         A paid internship to gain real-world experience

·         A laptop provided for the duration of the program

·         Ongoing career support and coaching

Participants commit at least 20 hours per week over 9 months, potentially earning around $30/hour while learning and building skills that can lead to high wage tech careers.

“I saw a post on Facebook and applied… and it changed everything,” said Rachel Bailey, a current participant. Rachel is building her future in tech through the WORC program — gaining real skills in cybersecurity, networking, and hands-on labs.

For Rachel Bailey, the program was more than just training—it was a turning point.

“I saw a post on Facebook and applied. After hearing more about the program, I knew I had to give it a shot.”

Already pursuing a degree in computer engineering, Rachel saw WORC as an opportunity to strengthen her skills and gain hands-on experience.

“This program has not only helped me develop new skills but has strengthened some I have picked up so far in college. I feel more confident and able to take on new challenges.”

Through the cybersecurity track, she’s explored everything from network architecture to the tools professionals use every day.

“The theory is in depth but easy to understand, and there are labs that help you become familiar with real-world systems. I’ve even started exploring these ideas on my own at home.”

More Than Training, it’s a Launchpad

What makes programs like the WORC Tech Workforce Program especially powerful is what happens beyond the classroom. Participants are paid to learn and at the same time they build momentum toward long-term careers with internship placement and mentoring.

For Rachel, that future is already taking shape:

“Right now, I want to continue learning through college, internships, and a job to gain real-world experience. But one day, I’d like to work for myself.”

Her goal reflects a broader vision for technology access in rural communities.

“I feel like more people should have access to technology and learn how to use it correctly and efficiently. One day, I’d love to have an electronics repair business.”
